Description of Change

Skinners can use two new visibility conditions related to topbar: topbar.visible and topbar.focused. First one evaluates to true when Topbar is visible (shown on screen), second one evaluates to true when Topbar control (button) is focused. As you might know, after Topbar loses focus it's still shown on screen for some time (configurable) and that's why we introduced two conditions.
